Pay Range

  • $183,990 - $236,316 Annual (TSL.4)
  • $220,890 - $283,692 Annual (TSL.5)

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.


Job Description

We have an opening for an Nuclear Materials Control and Accountability (MC&A) Manager to manage and provide oversight for shipping/receiving and on-site transportation of accountable nuclear material, radioactive material, classified weapons parts, and explosives. Interactions in this capacity include the Department of Transportation (DOT) and other DOE/NNSA agencies. You will oversee an organization that consists of a multidisciplinary group of engineers, computer scientists, technical associates, materials accountability administrators, and technicians with institutional responsibility for nuclear MC&A and institutional management of certain other controlled materials, including classified parts, explosives, and sealed sources. You will serve as the Laboratory's designated management official for the nuclear MC&A program and reports in this capacity to the Protection Program Manager within the Security Organization (SO).

You will

  • Serve as the subject matter expert of technical and operational principles and techniques for nuclear MC&A.
  • Oversee and direct activities supporting external audits, self-assessments, and reports to the Nuclear Material Management and Safeguard System, which DOE/NNSA and the Nuclear Regulatory Commission use to monitor LLNL's nuclear material.
  • Maintain and oversee highly complex institutional processes for the control and protection of classified parts and explosives.
  • Oversee LLNL's classified Lawrence Livermore Nuclear Material Administrative System (LLNMAS), containing information on nuclear material and certain other controlled materials ensuring the integrity and accuracy of data and functional capability of the system is current and meets all standards.
  • Manage and oversee all aspects of the shipping/receiving and on-site transportation of selected controlled materials, including accountable nuclear material, radioactive material, and explosives.
  • Exercise independent judgment in managing highly complex and sensitive programmatic activities of radiological hazard facilities to ensure a safe and secure environment.
  • Serve as the Responsible Manager for Closed Areas.
  • Determine support levels and needs for Materials Management; establish and implement personnel-action procedures including workforce requirements, promotions, salary recommendations, and performance management; provide career counseling and development opportunities, mentoring, and technical guidance.

Additional Job Responsibilities at the TSL.5 level

  • Exercise initiative in determining solutions to highly complex/sensitive issues related to the establishment of accountable nuclear material shipper/receiver agreements between LLNL and other DOE/NNSA sites; champion project initiatives that affect the long-term strategic goals and objectives of the program.
  • Manage all aspects of the SO directed budget for MC&A and the to include preparation of the annual requests for funding and the monitoring of monthly expenditures.
  • Serve as the key advisor to the Director of Security and Laboratory senior management on matters related to MC&A; represent LLNL and interact with DOE/NNSA Headquarters and Livermore Field Office as the subject matter expert.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
  • BS in nuclear engineering, physics, or related disciplines or an equivalent level of demonstrated knowledge.
  • Extensive knowledge and experience with, DOE requirements for MC&A, nuclear measurement techniques, and their capabilities and limitations.
  • Extensive knowledge and experience with, the varied aspects of shipments of and the shipping requirements for quantities of radioactive materials.
  • Significant experience providing technical leadership in at least one aspect of an MC&A program, within a multidisciplinary team environment with proven ability to be highly flexible in order to adapt to changes in programmatic direction.
  • Experience managing personnel performance including performance management, (i.e. performance appraisals, salary, promotion recommendations, and disciplinary actions).
  • Expert communication and interpersonal skills necessary to interact with a wide spectrum of personnel, exercising a high degree of mature judgment, discretion, and tact in handling issues of a sensitive nature.

Additional qualifications at the TSL.5 level

  • Proven management experience, including project or program planning, budgeting and staffing, necessary to manage a multi-disciplinary facility.
  • Expert level problem-solving and decision-making skills necessary to independently advise, counsel, recommend, and develop solutions on a wide variety of technical and programmatic issues.
  • Expert knowledge and experience with DOE requirements for MC&A, nuclear measurement techniques and their capabilities and limitations.
  • Extensive experience in long range planning and establishing strategic and operational goals.

Qualifications We Desire

  • MS in nuclear engineering, physics, or related field.
  • Experience in nuclear measurements.
  • Knowledge of shipping requirements for Type A quantities of radioactive material and explosives.
  • Expert knowledge and extensive experience of LLNL's classified (LLNMAS).
